Robert H. Stratemeyer, PE
Principal and Director of Business Development
Mr. Stratemeyer began his career at EBL Engineers in 1978 as a Project Manager. He is a graduate of the
Cornell University Sibley School of Mechanical Engineering and has been in the consulting engineering field
for over 30 years. He is a registered Professional Engineer in Maryland, Virginia, Delaware and the District
of Columbia and is actively involved in the Building Congress and Exchange of Metropolitan Baltimore and the
Parkville Business and Professional Association. He is also a member of the American Society of
Heating, Ventilating and Air Conditioning Engineers, the Association for Facilities
Engineering, the International Geothermal Heat Pump Association, the Society for Marketing Professional
Services, the American Society of Military Engineers, the American Society of School Building Officials and
the American Institute of Architects.
As Director of Business Development, Mr. Stratemeyer is responsible for the firm's marketing and business
development efforts. As Principal Mechanical Engineer, he is the Quality Assurance Officer for EBL
Engineers and, as such, maintains the company Quality Control Plan procedures.
He has considerable experience in the design of HVAC and plumbing systems for institutional, industrial
and governmental facilities. His primary fields of expertise are heating, ventilating, air conditioning,
central plant design and energy applications. Mr. Stratemeyer has done extensive research and design
in the feasibility and application of solar collection and energy conversion systems and is certified
as a Geothermal Heat Pump Systems Designer/Installer and an Energy Auditor in the State of Maryland.
Jeffery P. McBride, PE
Principal and Director of Engineering Operations
Mr. McBride joined EBL as a Fire Protection Team Leader in 1988. He received his Bachelor of Science
in Fire Protection Engineering from the University of Maryland, College Park in 1987. Mr. McBride
is a registered Professional Engineer in Maryland, Virginia, Pennsylvania, New Jersey and the District
of Columbia. He is the Vice President of the Mid Atlantic Chapter of the National Fire Sprinkler
Association as well as a board member of the Society of Fire Protection Engineers. Mr. McBride is
also a member of the American Fire Alarm Association, the American Fire Sprinkler Association, the
American Institute of Architects, the National Fire Protection Association, the Greater Baltimore
Committee and the Engineering Society of Baltimore.
As the Director of Engineering Operations for EBL Engineers, LLC, Mr. McBride manages projects
developed by a staff of some 30 engineers and technicians in the fields of mechanical/plumbing,
electrical, civil/structural and fire protection. He also actively engages in fire protection
engineering and is a Certified Building Inspector in the state of Maryland.
Mr. McBride specializes in the analysis of new and existing structures for code compliance, the
use of alternative materials and methods for equivalent code compliance, forensic investigation
and professional services related to system performance, system failure and construction anomalies
as well as design and field commissioning of smoke management and control systems. He is also an
accomplished public speaker, having been asked to speak to local chapters of the Institute of Electrical
and Electronics Engineers, the Society of Fire Protection Engineers, the American Consulting Engineers
Council, the American Fire Alarm Association and the National Park Service.
Edward A. Hubner, PE
Principal and Mechanical/Electrical Department Manager
Mr. Hubner joined EBL Engineers, LLC in 1987 as a Mechanical Project Engineer. He earned his
Bachelors of Architectural Engineering from The Pennsylvania State University in 1985. Mr. Hubner
is a registered Professional Engineer in both Maryland and Pennsylvania. He is active in numerous
Professional Associations including ASHRAE, the Chesapeake Area Society for Healthcare, the
Consulting Engineers Council of Maryland, the International Facility Management Association and the
Maryland Council of Design Professionals.
Mr. Hubner's primary responsibility is for the coordination and scheduling of projects in the
firm's Mechanical/Electrical Department. Drawing on his experience in the design of commercial,
institutional and government applications, Mr. Hubner is able to interface into a broad range of
projects to ensure each commission is completed on time, within budget and technically correct.
He has been involved in projects requiring HVAC, plumbing, fire protection, industrial ventilation,
thermal storage, piping, energy management systems and consideration for construction phasing to
maintain operations during renovation and expansion of existing facilities.
His specialized areas of expertise are computer analysis for energy conservation and life cycle cost
analysis, design of direct digital energy management and control systems, and central plant design.
Edward M. Fraczkowski, PE
Principal and Fire Protection Department Manager
Mr. Fraczkowski joined EBL Engineers in 1990 after starting his career as a fire protection engineer
with a world-wide industrial company specializing in special hazard fire protection, analysis of water
supplies and fire protection systems, code compliance and life safety systems. He later was employed
by the U.S. Navy as a fire protection engineer in its Naval Facilities Engineering Command in Washington,
DC. Here he was exposed to a wide variety of building systems including work on the design of fire
protection systems for aircraft hangars, including those housing the President's aerial fleet - Air Force
One and Marine One.
Mr. Fraczkowski is a registered Professional Engineer in Maryland and has held offices in the
Chesapeake Chapter of the Society of Fire Protection Engineers and the Engineering Society of Baltimore.
He is also a member of the Chesapeake Area Society for Healthcare, the National Fire Protection
Association and the National Society of Professional Engineers.
Mr. Fraczkowski manages the Fire Protection Department and also actively engages in fire protection
engineering projects both in the United States and internationally. His specialties include the
analysis of new and existing structures for code compliance, design of fire protection systems to meet
national fire protection standards and the client's particular needs, and field commissioning and
acceptance testing of egress systems and fire protection systems. |
